Key Messages

An effective accountability framework will:

  • Give the public access to the information that is important to them. This will help to ensure the system is working and progressing toward the goal of healthy Nova Scotians.
  • Build accountability at every level, based on agreed-upon Key Performance Indicators (KPIs), and shared health system and population health outcomes.

Overview

We are transforming the accountability processes and reporting within the health system to:

  • Provide clear information to the public on the outcomes of the Action for Health plan
  • Better inform decision makers on how we are reaching our shared goals, both for immediate transformation and for longer-term health system outcomes

This work is happening with contributions from across the health system and in alignment with all partners.

Areas of Focus

  • Accountability Framework Agreements: Building structure, processes, and planning to health system accountability, including the performance agreements with the health authorities.
  • Long-term Accountability Reporting: Developing health system and population health indicators to measure progress and performance against medium-term and long-term outcomes.
  • Action for Health: Regularly updating the public on KPIs, ensuring transparency on the progress made towards strategic outcomes.

Current Activities

  • Since launching, the Action for Health KPIs have been regularly updated. They continue to expand to reflect new information needs of priority initiatives that demonstrate performance for a public audience.
    • The most recent public update in February 2023 included Emergency Department visits by patients without access to a primary health care provider, the vacancy rate at Nova Scotia Health and IWK Health based on FTE job postings, and the percentage of ambulance response times below target.
  • Aligning the Accountability Framework Agreements between the Department of Health and Wellness and the health authorities, to the outcomes and timelines for Action for Health and the Health Transformation Office, has allowed health system partners to streamline and standardize reporting and messaging of outcomes.
